18 NEWS CÁDIZ INTERNATIONAL CONGRESS The city of Cádiz hosted the 3rd Interna- tional Congress on Terrorism, Security, and Prisons from June 10 to 12, an event that brought together more than 400 at- tendees and over 30 national and inter- national speakers to analyze the present and future of terrorist threats. Organized by the Association for Studies on Securi- ty, Terrorism, and Intelligence (ASESTI) and the Guardia Civil, with the coope- ration, among others, of the Provincial Council and the City Council of Cádiz, the Regional Government of Andalusia, and the General Secretariat of Penitentiary Institutions, and with the sponsorship of several private companies, the meeting stood out both for the high technical le- vel of its debates and for the prominence given to the memory of the victims of terrorism, embodied in particular by the active presence of the Victims of Terro- rism Foundation throughout the event. The Foundation not only participated institutionally in the congress; it also be- came one of its central pillars, reinforcing the need to place victims at the heart of public discourse and prevention policies. Its president and managing director were present throughout the event, taking part in ceremonies, meetings, and spaces for reflection, which helped underline the commitment of institutions and society to memory, dignity, and justice. As a prelude to the congress, ASESTI arranged for a charity dinner in support of victims of terrorism to be held on June 9 at the Baluarte de los Martires, sponso- red by Grupo El Faro. The initiative dona- ted 50% of its proceeds to the Victims of Terrorism Foundation, consolidating the solidarity dimension of the meeting and strengthening the link between academic reflection and direct support for victims. The sessions began on June 10 with an opening day focused on analyzing the current context of terrorism and violent extremism, the international prison pers- pective in the fight against these threats, and a video forum on victims and terro- rists in Spanish cinema. From the outset, the debates highlighted the complexity and constant evolution of the terrorist phenomenon, as well as the need for coordinated responses at national and international level. One of the issues that shaped the con- gress was shared concern over the rise in radicalization processes among mi- nors and young people through digital environments. Experts warned that this trend had become one of the main cu- rrent challenges. According to the data presented, one hundred people linked to jihadist terrorism were arrested in Spain in 2025 — in addition to thirteen arrests abroad — confirming an upward trend compared with previous years. Even more significant was the profile of those arrested: 14 were minors and 37 were under 24, meaning that more than half of those involved were young people.
