20 NEWS LETTER IN MEMORIAM The most moving moment of the con- gress, at least for the FVT and for vic- tims of terrorism, was, as in previous editions, the panel entitled "A Remem- brance of the Victims of Terrorism." On this occasion, the aim was to honor the memory and remembrance of the "bride and groom of Cádiz": Antonio Ramirez Gallardo, a Guardia Civil officer from Cá- diz stationed in the Basque Country, and Hortensia González Ruiz, a young wo- man from San Roque who moved to Or- dicia (Guipuzcoa) to live with her sister Aurora and her brother-in-law Eugenio, also a Guardia Civil officer. Both were murdered by ETA on January 6, 1976. Both the documentary 27 Minutes , di- rected by José Luis Rancaño and scree- ned during that session, and the book Silence Is Complicity, by Juan Manuel Fernández Millán, seek to recount the horror experienced. Hortensia's relatives attended the event at the Cádiz Conference Center, but An- tonio's relatives, who live in Catalonia, could not be present. Laura Ramirez, An- tonio's niece, wrote a letter to the entire audience to make up for that absence. The letter, read by the writer Juan Ma- nuel Fernández Millán — whose reading had to be paused twice because of emo- tion — is reproduced below with Laura's permission and generosity.
