70 INTERNATIONAL I nternational terrorism had a reduced impact in 2025. Experts nevertheless warn that the factors feeding extre- mist violence remain present. This is re- flected in the new edition of the Global Terrorism Index 2026 (GTI), prepared by the Institute for Economics & Peace (IEP), which records a 28% decrease in the number of deaths caused by terrorist attacks and a 22% decline in attacks re- corded worldwide. A total of 5,582 people died as a result of terrorist actions over the past year. This represents a significant improvement compared with previous years. Howe- ver, the report considers it premature to interpret these data as the beginning of a consolidated trend. The persistence of regional conflicts, the expansion of extre- mist groups, and the deterioration of the international geopolitical context point to an unstable environment that may continue in the coming years. The Islamic State (IS) and its affiliated organizations remained the main drivers of global terrorist violence. Together, they accounted for 70% of deaths recorded during the year. The organization remai- ned active in fifteen countries across six regions of the world, showing that it re- tains considerable operational and adap- tive capacity.
