It warns of a threat increasingly diffi- cult to detect, characterised by indivi- duals acting alone or in small groups and radicalisation increasingly linked to the internet. The report records 45 terrorist attacks in the European Union that year: 22 completed, 20 foiled and three failed. Six people died in these attacks. Jiha- dist terrorism accounted for a substan- tial share of activity, with 24 attacks and 347 arrests . SPAIN AMONG THE COUNTRIES WITH MOST ARRESTS Spain stands out particularly for terro- rism-related arrests. According to Euro- pol, 117 arrests for terrorist offences were made in 2025, of which 100 were related to jihadism . This made Spain the European Union country with the most arrests for jihadist terrorism, ahead of France, which recor- ded 64. One completed jihadist attack was also recorded in Spain that year. The figures also reflect arrests linked to other forms of terrorism. Spain recorded three far-right-related arrests, two rela- ted to left-wing and anarchist terrorism and another two linked to ethnonationa- list or separatist movements. According to Europol, 117 arrests for terrorist offences were made in 2025, of which 100 were related to jihadism
