One of the most significant milestones of 2025 was the creation of the Global Ne- twork of Associations of Victims of Terro- rism (VoTAN), promoted by Spain and managed by the United Nations. This project strengthens international coope- ration in victim assistance and promotes victims' role as agents of prevention. The Directorate-General for Support to Victims of Terrorismhas, for its part, stren- gthened its action through a strategy based on three pillars: memory, comprehensive care, and institutional coordination. Du- ring the year, more than 300 grants were processed, 132 decorations awarded, and labor-market integration programs deve- loped that benefit more than 500 people. Education is particularly important. The program "Memory and Prevention of Te- rrorism" brings victims' testimony into classrooms, helping build a counterna- rrative to extremism and promote a cul- ture of peace and coexistence. A COLLECTIVE COMMITMENT The fight against terrorism in 2025 cannot be understood solely as a se- curity matter. It is, above all, a social, cultural, and political challenge that requires the involvement of all institu- tions and citizens. The National Security Report depicts a complex landscape, marked by the constant evolution of threats. But it also shows a solid response based on coope- ration, innovation, and commitment to democratic values. In this context, the memory of victims emerges as a fundamental pillar. Not only as remembrance of the past, but as a tool for building a future in which violence has no place. Because in the face of terror, the best response continues to be dignity, jus- tice, and the firm defense of coexistence.
