72 INTERNATIONAL The countries most affected by terrorism were Pakistan, Nigeria, Burkina Faso, Niger, and the Democratic Republic of the Congo, with the first two leading the ranking. Colombia also returned to the group of the ten states with the highest terrorist activity, a trend that has repea- ted uninterruptedly since 2013. AFRICA, THE EPICENTER OF THE THREAT The Sahel region remains the main fo- cus of terrorist violence worldwide. More than half of the deaths recorded in 2025 occurred in this African belt, where some of the most active jihadist organizations on the planet operate. Despite the global reduction in violen- ce, Africa once again concentrated the year's most serious incidents. The twenty deadliest attacks recorded in the world took place on the continent. In addition, six of the ten countries most affected by terrorism were African: Burkina Faso, Niger, Nigeria, Mali, Somalia, and the Democratic Republic of the Congo. The deadliest attack of 2025, carried out in Burkina Faso, caused 120 deaths. However, the number of attacks with more than one hundred victims was lower than in 2024 and 2023. This helps explain the overall reduction in lethality observed during the past year. The data also reflect uneven develop- ments within the region. Burkina Faso, Niger, and Mali recorded decreases in deaths, pointing to a certain improve- ment in the security situation. The re- port warns, however, that these gains remain fragile. By contrast, Nigeria and the Democratic Republic of the Congo experienced an increase in terrorist ac- tivity and victims associated with armed groups, placing them among the main areas of concern.
