EDUCATION AND COEXISTENCE 18 The absence of major attacks does not mean terrorism has disappeared. Quite the opposite. This was one of the most frequently repeated messages during the summer course “Terrorism and Socie- ty” , held in San Lorenzo de El Escorial as part of the Complutense University of Madrid’s Summer Courses and orga- nised by the Victims of Terrorism Foun- dation and the Memorial Centre for the Victims of Terrorism. Over two intensive days, intelligence and security experts, university resear- chers, journalists and victims examined the evolution of terrorist threats, the impact of new technologies on radi- calisation, the international situation and the remaining challenges in re- membrance, justice and recognition of victims. Directed by General Miguel Ángel Ba- llesteros , the course offered a broad view of a phenomenon that has chan- ged profoundly in recent years and who- se defeat no longer depends solely on police or judicial capabilities. Remem- brance, education, social cohesion and civic resistance emerged as essential to preventing terrorism from finding new forms of legitimacy. VICTIMS AS A MORAL REFERENCE The opening session included the Under- secretary of the Ministry of the Interior, Susana Crisóstomo ; course director Mi- guel Ángel Ballesteros; the Vice President of the Victims of Terrorism Foundation, Javier López , who read the address of its President, Juan Benito Valenciano ; and the Director of the Memorial Centre, Flo- rencio Domínguez . The speakers agreed on victims’ central role as an ethical and democratic refe- rence in the face of terrorist violence.
