7 NEWS Finally, the total amount of direct grants awarded between January 1 and Decem- ber 31, 2025, reached 214,946.40 euros, fully allocated to covering personal, fami- ly, health, psychological, and educational needs. GRANTS THAT REACH WHERE OTHER PROTECTION SYSTEMS DO NOT The assistance work of the Victims of Terrorism Foundation is designed to provide a direct and close response to situations that are not always sufficient- ly covered by public protection systems, in accordance with current regulations. These are therefore complementary grants, intended to address specific and urgent needs arising directly or indirectly from a terrorist attack. Through these direct assistance grants, the Foundation strengthens the protec- tion and support of victims, focusing on circumstances that require personalized attention and are essential to their we- ll-being and comprehensive recovery. Each grant is awarded after an individua- lized assessment of the situation, taking into account the specific conditions of the victim or the victim's family environ- ment. 144 BENEFICIARIES, 520 GRANTS AWARDED During fiscal year 2025, the Foundation distributed assistance to a total of 144 people — direct victims of terrorist attac- ks or family members — who benefited from 520 assistance grants. This figure reflects both the breadth of the program and the diversity of needs addressed. The average amount per beneficiary was around 1,492 euros, although this average should be understood solely as a technical indicator. The final amount assigned in each case varies according to the personal, family, and economic cir- cumstances of each applicant, as well as the type of grant awarded. FAMILY ASSISTANCE, THE CENTRAL PILLAR OF THE SUPPORT SYSTEM Within the project known as the Grant System for Victims of Terrorism, the Foundation made a special effort, as in recent years, in the area of family assis- tance. This line of support is intended to alleviate the economic difficulties many families face as a direct consequence of terrorist attacks. Family assistance helps cover basic day- to-day expenses, primarily those related to food, housing, and essential household utilities — electricity, water, or gas. It also includes scholarships that facilitate the participation of children and young peo- ple in sports camps, a measure that con- tributes to minors' emotional well-being, socialization, and personal development. In 2025, the total amount allocated to family assistance was 97,084.25 euros, of which 6,500 euros corresponded to grants for sports camps under the agreement sig- ned with the Real Madrid Foundation. PSYCHOLOGICAL CARE: AN ESSENTIAL NEED The second largest budget item in the as- sistance system corresponds to psycholo- gical or psychotherapy grants, intended to address emotional harm resulting from terrorist attacks, both among direct victims and their family members. Specialized psychological support is a key element in personal and family re- covery processes. The Foundation the- refore facilitates access to appropriate therapeutic treatment, especially in ca- ses where coverage by the public system is insufficient. In 2025, the total amount awarded in this line of support was 78,326.00 eu- ros, underscoring the importance the Foundation attaches to mental health and emotional support as fundamental pillars of its intervention. MEDICAL GRANTS AND SUPPORT FOR SITUATIONS OF SEVERE DISABILITY In the health care field, the Foundation awarded 14,908.18 euros in medical grants, intended to cover hospital, phar- maceutical, therapeutic, or prosthetic expenses necessary for recovery from physical injuries suffered as a result of an attack. When necessary, these grants also extend to the health care of direct family members.
